Weird Error Messages

One of the computers in studio pings the Plotserver every hour, which pisses the Plotserver off completley. The Error Logs are full of this error:
Date: 11/25/2002 Source: MRxSmb event ID: 8003 Time: 21:33 User: n/a Computer: Plotter The master browser has received a server announcement from the computer BSQWARED that believes that it is the master browser for the domain on transport NetBT_Tcpip. The master browser is stopping or an election is being forced.
So when have computers become democratic? And when have forcible overthrows been the cause d'jour? The master browser is stopping or an election is being forced? Is this some coup d'tat attempt by the computer BSQWARED? I don't understand. This is the first time I have ever seen this error message, and like I said, the Plotserver bitches about it, especially about the "master browser" part.
